A US Airways spokesman said the airline will phase out the use of subcontracted skycaps at Philadelphia International Airport and other airports and replace them with unionized airline employees starting next month.
The spokesman, Morgan Durrant, said the change is being prompted by a new bag checking fee that takes effect for tickets purchased beginning July 9.
