It does not take an airline executive or federal aviation official to recognise that the skies above New York's three main airports are jammed with aircraft travelling to and from the US's biggest city. For the legions of bleary-eyed passengers the congestion has meant missed connecting flights and lost business opportunities.
"There's only a limited amount of capacity that you can put in airports," says Fred Smith, chief executive of FedEx, the package-delivery company with more aircraft than any carrier save American Airlines.
